
Theron L. Bowman, PhD, is the founder and CEO of The Bowman Group and a nationally recognized leader in constitutional policing, public safety leadership, and organizational accountability.
With more than 40 years of experience in the public safety arena, including service as Chief of Police and Deputy City Manager for Arlington, Texas, Dr. Bowman guides agencies and community partners through some of the most complex challenges facing organizations and the communities they serve.
Dr. Bowman is widely respected for helping agencies move beyond reactive problem-solving toward structured, defensible decision-making that improves outcomes for both professionals and the communities they serve. His work focuses on strengthening leadership, aligning policies and training with operational realities, and building systems that hold up under scrutiny—from everyday field decisions to high-profile organizational reform.

Dr. Bowman holds a PhD in Urban and Public Administration and is a graduate of the FBI National Academy and the Senior Management Institute for Police.
